He led a contingent of Oregonians who traveled to California who gatherered nearly 40,000 signatures helping place Proposition 215, California's medical marijuana law, on the statewide ballot.  He co-founded Voter Power in 1997 with other activists, including Jack Herer, in response to the Oregon Legislature recriminalizing an ounce or less of marijuana.  John also helped draft the Oregon Medical Marijuana Act (OMMA).  Voter Power led the successful grassroots campaigns to pass OMMA and keep marijuana decriminalized in 1998.  John has also been actively lobbying the Oregon Legislature for over two decades, has testified as an expert in Oregon’s courts, and is known by activists across the country as one of the leading cannabis activists in the movement today.
